Why Veigar is favored

Vex's anti-dash passive has little to punish in Veigar's immobile kit. If she uses Shadow Surge (R) to close the gap, Event Horizon (E) can zone or stun the dash, while Vex's own matchup advice is to stay outside cage range until she can kill him. This fits Veigar's clear low-elo edge; the high-elo sample is too small for a clear explanation.

How to play as Vex

Stay outside Veigar's cage range until you can threaten a kill, and keep Doom 'n Gloom's fear ready to interrupt his approach.

When you have fear ready, use Looming Darkness (E) into Mistral Bolt (Q) to poke; do not take a close trade while Veigar's cage can trap you.
